Climate change is defined by the UNFCCC as direct or indirect human action that has altered the composition of the global atmosphere and that adds to the natural climate variability observed over comparable time periods. (UN, 1992 Art. 1) The Inter-American Court of Human Rights has mentioned that under the Framework Convention on Climate Change (UNFCCC), States derive obligations for damages caused by climate change.
