Submission: funding arrangements to respond to Loss and Damage and structure for the 2nd Glasgow Dialogues
For more than 30 years, Latin American civil society has put on the table the urgency of recognizing Loss and Damage as the third pillar of the Paris agreement, demanding the establishment of additional, predictable and predictable funding arrangements.
The Loss and Damage Working Group of Climate Action Network Latin America (CANLA) was created at the beginning of 2022 with the objective of responding to the need to join efforts to draw attention to the issue in Latin America and the Caribbean, providing our membership with a common regional framework for advocacy and mobilization in their respective territories.

a. The generation of participatory methodologies to quantify Loss and Damage in Latin America and the Caribbean.
b. Formal recognition of Loss and Damage as the third pillar of climate action and addressing it with the same degree of priority as adaptation and mitigation.
c. The generation of data, information and definitions useful for dealing with Loss and Damage in Latin America, disaggregated into different categories for a better understanding of the phenomenon, including its economic and non economic dimension.
d. Citizen participation in all decision-making processes, from the generation of information to the implementation of actions.
e. Demand the consolidation of funding arrangements specifically dedicated to address Loss and Damage.
At the 27th session of the Conference of the Parties to the Framework Convention on Climate Change, a historic breakthrough was achieved with the recognition of the urgent and immediate need for new, additional, predictable and predictable financial resources to address economic and non-economic Loss and Damage [para. 1]. Thus, it was agreed to create a new funding arrangement for assistance to developing countries to address economic and non economic Loss and Damage [para. 1].
The creation of a transitional committee to establish, no later than COP28 and CMA5, a
framework for the governance of these [para 1, Annex].
This document seeks to respond to para. 7(c) of [Decision-/CP.27 -/CMA.4] in which the parties and organizations are invited to present their opinions on the structure of the 2nd Glasgow Dialogue and the workshops mentioned in para. 7(a) of the same, contributing proposals and visions from Latin America and the Caribbean.
